Senior Records Management SME (#2019-IM01)

Job Description: Perform as a senior subject matter expert (SME) in records management (RM) supporting RM activities related to the advancement of records management business processes and capabilities for electronic records management (ERM). Works with the IT organization and others to define RM requirements and ensure that ERM capabilities are properly implemented. Help to establish procedures for the identification, capture, and transfer of electronic records to the Records Management Program (RMP) for disposition. Other activities include support for office engagements, coordinating with senior leaders and Information Officers across the enterprise on RM issues, maintaining RM training materials, training new Information Officers, assisting with office file plan creation and review, Office Assessments, Loss Reports, NARA coordination, and supporting related information management (IM) activities.

Skills Required: Must have significant prior experience in records management, understanding of RM issues, and a proven ability to work with senior managers and supervisors to develop champions and provide RM guidance to offices and personnel. Must have a good understanding of ERM and proven expertise in all MS Office products, including Excel, Word, PowerPoint, Access, and Visio. Must be familiar with and knowledgeable of various commercial ERM tools, standards and implementations.

Location: Springfield, VA (periodic local travel and occasional remote travel may be required).

Education: A college degree (BS/BA) with 20+ years total work experience and at least 7+ years relevant experience is required.

Clearance: Applicants are subject to a government security investigation and must meet all eligibility requirements for access to classified information. Candidate must possess an active TS/SCI clearance (with a CI polygraph) and possess a current SSBI of less than five years.

Senior Records Management SME (#2019-IM02)

Junior Records Management SME (#2019-IM03)

Must be familiar with various commercial ERM tools, standards and implementations.

Information Technology (IT)

Web Application/Access Database Developer (#2019-IT01)

Job Description: Perform as a web application developer for the implementation and maintenance of new and current applications pertaining to records and information management (RIM). Also perform as a MS Access developer in maintaining existing databases until they can be converted to web applications with a back-end SQL database. Must be able to design and develop new robust web applications utilizing HTML, PHP, CSS, and Java and be able to create, update, and maintain MS Access databases with Visual Basic (VB) scripting. Candidates will also be expected to work with other databases, such as SQL Server.

Skills Required: Must have detailed knowledge of web application design, database design, HTML, PHP, CSS, Java, SQL Server, MS Access, and VB scripting. Experience in designing, implementing, testing, and maintaining web applications and databases is a must. Knowledge or experience with Federal records management requirements and standards is desired, but not mandatory. Ability to work well with senior leaders, technical personnel, and records managers is a must.

Location: Springfield, VA (no travel expected).

Education: A college degree (BS/BA) in Engineering, Computer Science or related science field preferred with 10+ years total work experience and at least 3+ years of relevant experience is required.

Security IT/Forensics Investigator (#2019-IT02)

Job Description: Perform as a computer security IT/forensics investigations of waste, fraud and abuse; data spills; and network penetrations of the customer's information systems. Use a variety of forensics and intrusion detection tools to conduct forensic examination activities including assisting in the analysis of various types of network, computer and technology devices which may contain digital evidence. Participate in technical meetings and working groups to address issues related to computer security, protection against malware, and other vulnerabilities. Candidates will investigate alerts and review audit logs to determine if an incident has occurred, as well as use best practices to document and preserve digital evidence for legal proceedings.

Skills Required: Must have an understanding of how various attacks work at the memory and register level with prior experience providing computer incident and violation response support using computer forensics and security compliance tools to conduct network-based incident investigations. The applicant should have experience with UNIX/Linux operating systems as well as various programming and scripting languages. Experience utilizing Microsoft SQL server, BindView, and ArcSight would also be beneficial. The applicant should have experience using Guidance Software toolsets to include EnCase Forensics and EnCase Enterprise, and have a demonstrated understanding of intrusion detection, client/server architecture, and TCP/IP protocols. The applicant should also have experience maintaining "chain of custody" by following standard rules of digital evidence. The applicant should also have an in-depth working knowledge in DOD and IC intelligence regulations, be familiar with intelligence oversight principles, must possess superior writing and briefing skills, and be capable of providing polished analysis documentation.

Education: A college degree (BS/BA) in Engineering, Computer Science or related science field preferred with a minimum 7-10 years of technical experience working in a client/server environment and at least 1+ year of relevant IT/forensics investigation experience is required.

SharePoint Developer/Administrator (#2019-IT03)

Job Description: Perform as a MS SharePoint developer/administrator to design, implement, and maintain numerous SharePoint sites, libraries, workflows, and applications for the security and facility installations organization. Provide consistent and robust customer service in gathering/understanding unique customer requirements and needs for both internal-facing and external-facing SharePoint sites, workflows, and applications. Perform both front and back-end SharePoint design and development activities for a variety of customers. Create/update/manage security groups and access permissions to ensure appropriate access to all SharePoint sites.

Skills Required: Must have an in-depth understanding of MS SharePoint 2013/2016 within a client/server environment. Must be capable of designing user interfaces (UIs) that are user-friendly and intuitive to use. Must be able to design consistent sites and troubleshoot as required in a timely manner. Must be able to work with other SharePoint developers/administrators in a fast-paced and changing environment. The applicant should have UI experience using CSS, HTML, JavaScript, jQuery, and other development languages such as C, PHP, and SQL.

Senior TSCM Specialist (#2019-SEC01)

Job Description: Perform as a senior member of a multidisciplinary security team tasked with ensuring that government security requirements are developed, planned, and implemented. The Technical Surveillance Countermeasures (TSCM) specialist provides TSCM and technical security services for preventing unauthorized access to government facilities and possible loss of sensitive or classified information. Conduct daily administration, operation and maintenance of multi-node In-Place Monitoring System (IPMS). Provide detailed reports and briefings for each evaluation conducted. Provide research services and advise program office personnel on national and international developments in commercial, state-of-the-art technical security technology. Review and make new recommendations for the design of technical security upgrades based on counter-threat plans, physical security, and technical security policies.

Skills Required: Must be certified by the Interagency Training Center (ITC) in the conduct of TSCM. Candidates must have strong cyber-security experience and be able to conduct and coordinate Technical Security (TS) and TSCM activities in support of CI operations, in the detection, identification and neutralization of technical intelligence collection efforts. Must be able to identify technical TS/TSCM deficiencies and develop corrective actions to mitigate the identified deficiencies. Candidates must have excellent communication and customer service skills.

Location: Springfield, VA (periodic local travel and occasional remote travel will be required).

Education: A college degree (BS/BA) with a minimum 11 years of technical security-related work experience is required.
